Senior State Accountant (Capacity Training) (Billing System Support)

Inherent requirement of the job:
A valid unendorsed (Code B/EB) driver’s licence. Willingness to travel on a regular basis away from work place to visit Healthcare Facilities that fall under the Western Cape Department of Health.
 
Minimum educational qualification:
Appropriate 3-year National Diploma/Degree.
 
Experience:
Appropriate experience in Hospital Fees (Revenue) UPFS Policy and , Patient Administration. Appropriate working experience in a clinical enviroment would be advantageous. Appropriate Training experience in Hospital Fees would be anvantageous.
 
Duties (key result areas/outputs):
Develop, maintain and revise training manuals/presentations/user guides and e-Learning for hospital fees policies and procedures (including latest Finance Instructions, system enhancements, etc.). Establish the training needs of institutions and plan training sessions including making necessary arrangements for training, workshops and presentations. Deliver formal training to Clinical and Administrative staff in the field of Hospital Fees tariffs, policies and procedures. Evaluate training and update skills inventories in respect of the allocated institutions and provide feedback of training to management of the relevant institution. Assist with Compliance Audits with regard to the implementation, execution and application of the Hospital Fees Policies and Procedures (UPFS). Professionally communicate both telephonically and in writing with all role players. Accurate record keeping and timeous distribution of training material. General office and ad-hoc duties.
 
Competencies (knowledge/skills):
Excellent written and verbal communication skills in at least two of the three official languages of the Western Cape. Excellent presentation, facilitation and training skills and abilities. Working knowledge in the CLINiCOM and Accounts Receivable Systems, as well Hospital Fees Policies and Procedures (UPFS). Ability to interpret and apply financial policies, procedures and prescripts. Ability to work independently and within a team and able to liaise at a high level. Ability to critically analyse data. Excellent people, technical and conceptual skills and the ability to represent the Department with confidence in engagements with internal and external clients, as well as other Departmental Institutions. Advanced computer literacy in Microsoft Office applications (MS Word, Excel, PowerPoint, Outlook).

Remuneration:
R 321 543 - R 378 765 per annum Annual salary plus service benefits (13th cheque, employer's contribution to the pension fund, housing and medical aid allowance).
