Requirement
An appropriate 3 year National Diploma/Degree qualification in finance.
 
Experience:
Appropriate knowledge and supervisory experience in Systems, Financial Administration and Supply Chain Management.
 
Duties (key result areas/outputs):
Lead, manage, supervise and co-ordinate the work and responsibilities of staff. Control monthly departmental reporting. Consolidate inputs with regard to the Interim and Annual Financial Statements. Maintain, develop and administer departmental BAS circulars and notifications. Training and capacity building of system users in the department. Manage and administration of BAS system Users - accounts, activity, profiles, entities. Manage payments to creditors, creditor reconciliation and safeguarding of compliant source documents.

Competencies (knowledge and skills):
Public Finance Management Act (PFMA), National Treasury Regulations, Provincial Treasury Instructions and the departmental delegations and procedures. Advanced computer literacy in Microsoft Office applications (Word, Excel). Excellent (verbal and written) communication skills in at least two of the three official languages of the Western Cape. Strong leadership, managerial, organisational, strategic, operational and contingency planning skills. Independent decision-making, problem-solving and interpersonal skills. Knowledge of asset and liability suspense accounts. Extensive knowledge of creditor payments and book closure procedures. Knowledge of BAS (Basic Accounting System), LOGIS and PERSAL. Excellent project management skills.
 
Inherent requirements of the job:
Valid (Code B/EB) driver’s licence.
 
 
 
 
Remuneration:
R 356 289 - R 419 679 Annual salary plus service benefits (13th cheque, employer's contribution to the pension fund, housing and medical aid allowance).
