| Overall management of the Finance Component, manage staff performance of sub-ordinates, and assist with outreach and support to institutions within the district. Control, verify, authorise journals and payments on BAS and LOGIS; and report on Asset and Liability account, debt account, Revenue account, etc. Responsible for co-ordination and monitoring of Expenditure, Revenue, Budget management, Loss Control and Irregular Expenditure transactions and processes within the district; assist with BMI’s and compiling monthly reports. Conduct and assist with Institutional audits, compile audit reports and action plans; assist with Annual and Interim Financial Statements. Support relevant units and components, and assist with other duties that might be necessary in the finance unit. | | | |
| Sound knowledge of all financial management systems and regulations: BAS, LOGIS, Financial delegations, AOS & Supply Chain Delegations, treasury instructions, PFMA, BMI and UPFS. Must have the ability to correctly interpret and apply relevant policies and procedures. Good communication, conflict management, interpersonal, leadership and supervisory skills and in depth knowledge of transaction codes and reports in respect of the following systems: BAS, LOGIS, WinRDM/MEDSAS, and any other relevant computerised system in use. Advanced computer literacy (MS Word, Excel and Outlook) and ability to communicate in at least two of the three official languages of the Western Cape and good assessment, analytical, planning, meeting and report writing skills and competencies. | | | |
